Professional Experience

David has over 15 years of experience in environmental law at the national (in the private and public sectors) and international levels, with practice across various economic industries. He has worked in this practice area for renowned law firms and as an in-house attorney leading the environmental licensing practice of a mining company.

 In the public sector, he has advised entities such as the National Hydrocarbons Agency (ANH), the District Secretariat of the Environment of Bogota, and the Productive Transformation Program (PTP).

 At the international level, he participated in the International Environmental Law Project (IELP) legal clinic in Portland, Oregon, and interned at the Center for International Environmental Law (CIEL) in Washington, D.C., United States. He was selected, following a competitive process, as the first Executive Director of the Secretariat for Environmental Enforcement Matters under the Trade Promotion Agreement between Colombia and the United States. He has also contributed in consulting projects on climate finance and carbon pricing instruments (mandatory and voluntary markets, and the carbon tax).

 He has taught at several universities in Colombia. He currently teaches classes on climate change law, carbon markets, climate finance, and green markets in several graduate programs at the Externado University.

 He has volunteered with Fundación ProBono Colombia and the American Bar Association (ABA) Rule of Law Initiative. He is also a member of the Colombian Institute of Environmental Law and Sustainable Development (ICDA).

Education
